Installed Base Mass Update View Batch Does Not Show Impacted Contracts

When attempting to submit the owner change batch, view batch function has the following error.

Error Page You have encountered an unexpected error. Please contact the System Administrator for assistance. Click here for exception details.

The issue can be reproduced at will with the following steps:
1. Navigate to oracle installed base agent user-->Mass Update

2.Create and submitt a 'Owner Change' batch,

3.'View batch' function has the following issues

a.. The 'Impacted Contract' errors
b. Instance number link does not navigate anywhere
