On : 12.1 HRMS RUP9 version, Advanced Benefits

When processing mid-year Administrative life event; rates are duplicated

Mid-year Administrative life event does not offer any choice for said plan and therefore no changes or rates should be added

The issue can be reproduced at will with the following steps:
1. Benefits Service Center
2. Process Scheduled Event
3. Assigned Life Event Date: 01-FEB-2017
4. Employee selects plan
5. Three rates are assigned
6. Elements are assigned
7. Close Open Life Event with 31-JAN-17 as close date
8. Administration Life Event assigned for 17-APR-17; intended setup is that changes cannot be made to plan for this event
9. Benefits Service Center
10. Process Open Event
11. Assigned Life Event Date: 01-APR-2017
12. Plan is now flagged as automatic benefit
13. Three additional rates added; all duplicates of original three
14. Non-recurring element entries are also readded
15. When repeated on RUP8 instance, Plan not selected as automatic benefit, and only one active rate
