Symptoms
OTM does not plan a shipment with the lowest cost. It builds multiple shipments instead, which increases the price.
Orders are too large to go onto one equipment so it should consolidate into one shipment multi equip. The rate is configured as a per equipment rate basis.
The issue is that when we evaluate the consolidation possibility and the currency conversation is not the same for combine and uncombined and resulting in the consolidation from not happening.
