Deductions Not Taken On Some Checks With Regular And Tax Only Earnings (Doc ID 2217518.1)

Symptoms

Some deductions are not taken from one or more employees, and it is taken correctly for other employees.  This happens when the employee has Supplement or other earnings elements flagged as 'Tax Only'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. See earnings  XXXXXX being processed on the employee's payroll run
2. There are taxes withheld
3. There are no deductions being withheld
