Few Locations Are Not Getting Captured In The EEO Electronic Report (Doc ID 2217554.1)

When running the Electronic EEO Report, it completes successfully with no errors,  however for some reason not all of the locations are render even though the location is in the Generic Hierarchy and properly setup. Why are these locations not showing up in the report?
