On : 12.2 version, Patch Application Issues

Performance issue with script $OKS_TOP/patch/115/sql/OKSSREPV1.sql during R12.2.0 upgrade patch driver, multiple locking sessions getting spawned.

Upgrade patch should not take longer hours.

The issue can be reproduced with the following steps:
1. Follow instructions mentioned in 12.2 upgrade guide.
2. Execution took 2 hours 40 minutes for upgrade completion.
