Symptoms

In Oracle Sourcing, Release 12.1.3, an error occurs when attempting to access the Add Supplier function.

Steps To Reproduce

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Applications, using a custom Sourcing super user responsibility.
2. Navigate to Sourcing > Negotiations > Create : RFQ.
3. Fill out the required fields on header page, then switch to Suppliers region.
4. Click the button 'Add Supplier' under the Invited Suppliers section.  The issue occurs at this point.
