Ship Sets Fail To Build When Any One Line Is Not Reservable (Doc ID 2218472.1)

Goal

Find that what it was thought and taken for granted is not the expected behaviour.  Research indicates that at least one Defaulting Rule (for "Latest Schedule Limit") may be missing or mis-configured.  Assistance in diagnosing and resolving root issue requested.

Simple scenario of three lines entered with a shared ship set:
Line 1.1 - Full availability of requested item available now
Line 2.1 - Item will not be in stock for longer than is acceptable to requesting customer
Line 3.1 - Full availability of requested item available now

Expectation at Save event:
Line 1.1 - Retain Ship Set, schedule Ship Set and obtain reservations
Line 2.1 - Lose requested Ship Set value and remain unscheduled and unreserved.
Receive error "Scheduling failed: Cannot meet request date or latest acceptable date. Available Date: 31-DEC-16'
Line 3.1 - Retain Ship Set, schedule Ship Set and obtain reservations

Observed behavior at Save event:
Line 1.1 - Lose requested Ship Set value and remain unscheduled and unreserved
Receive error "One of the group attributes failed your scheduling attempt. You tried to perform a scheduling action on a schedule group (ATO Configuration, Ship Complete Configuration, ,Ship Set or Arrival Set) and since one of the group members failed it caused the entire group to fail."
Line 2.1 - Lose requested Ship Set value and remain unscheduled and unreserved.
Receive error "Scheduling failed: Cannot meet request date or latest acceptable date. Available Date: 30-DEC-16'members failed it caused the entire group to fail."
Line 3.1 - Lose requested Ship Set value and remain unscheduled and unreserved
Receive error "Failed to insert the line into the set. The line could not be scheduled on the set attributes and could not schedule the whole set on some alternative date."

Side note: The position of the line with inadequate stock, relative to others, seems to impact the presented errors.
