QA Validation Occurs On Expired Lines (Doc ID 2218687.1)

When running the QA Check on Service Contracts, the following QA error occurs. Note that the line number X is in Expired status.

Ship to address is invalid on top line number X

The issue can be reproduced at will with the following steps:
1. Run the QA Check on a contract with expired lines where the Ship to Address is inactive.
2. The QA error occurs.
