Symptoms

On : 12.1.3 version, Production instance

When attempting to Clear the error transactions,
the following error occurs.

ERROR
-----------------------
IB Error - "Status Change can not be performed between same user status."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Apps
2. Navigate to Installed Base Admin (R)
3. Error Processing form
