After restart of Database, the PL/SQL wrapper code calling APPS.PAY_ELEMENT_ENTRY_API.CREATE_ELEMENT_ENTRY fails:

ORA-20001: The QuickCode is invalid for
WORKNATURE_REWARS_TYPES
ORA-06512: at "APPS.PAY_ELEMENT_ENTRY_API", line 918
ORA-06512: at line 215
