Working change requests do not appear in the financial plan when viewing the change documents using the 'View Included Change Documents' drop down on either the Working or Approved version of the forecast. A working change order appears in the view, but not the change request. Both a primary and non primary forecast plan type was used based upon the documentation and the change request did not appear in either:

You can only include the financial impact of approved change orders in plan
versions designated as approved cost budgets or approved revenue budgets.
¿ You can include the financial impact of a change order or change request of
any status in plan versions (including forecasts) that are not approved cost
or revenue budgets.
Steps to reproduce:
1. Create both a change order and change request in Working status.
2. Add a forecast plan type (with both the change order and change request type added to the plan type) to the project and from either the Working or Approved version of the forecast, select 'View Included Change Documents' from the drop down.
The change order is viewable, but not the change request.
