Strategy Is Assigned With No Work Items When Using Work Items Rules

Information in this document applies to any platform.
When using work items with rules, some strategies are assigned without any work items. The problem only occurs on customers with very large balances (100,000,000 for example).
Steps to Reproduce:
Responsibility: Collections Agent
- Assign strategies and view the assigned strategy in the Strategy tab and verify if any work items are showing.
