Need By Dates Will Not Allow You To Select Earlier Than The Default

Symptoms
The Need-By Date defaults to the one set in System Administrator responsibility -> Profile -> System -> profile POR: Days Needed by, even if the new date is not in the past.
Example of one possible situation:
1. Go to System Administrator responsibility -> Profile -> System. Query profile POR: Days Needed by and set it to 10 days
2. Current date is 20/11/2016
3. User raises a Requisition in iProcurement responsibility and it defaults the Need-by Date as 30/11/2016. If the wants to change the Need-by Date to 29/11/2016 the system does not allow.
