Shipment Numbers Unavailable for Receipt after Outage (Doc ID 2220287.1)

Symptoms

ACTUAL BEHAVIOR
---------------
An outage of our 11i instance. Two specific shipment numbers (X,Y) for Internal Sales orders cannot be found in Receipts window. And the relevant data is not in rcv_transactions_interface.

EXPECTED BEHAVIOR
-----------------------
Shipment numbers (173754 or 173715) for Internal Sales orders cannot be found in Receipts window.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Inventory responsibility: Transactions> Receiving> Receipts
2. In the Find Expected Receipts form, enter X  or Y in Requisition field and click the Find button.
3. Found the issue.
