Web ADI Document Creation Page Failure: StringIndexOutOfBoundsException String Index Out Of Range (Doc ID 2220501.1)

Symptoms

When selecting the "Create Document" function with the Desktop Integration or Oracle WEB ADI responsibility we get a blank page with the following error message:

ERROR
The following error has occurred
String index out of range: -1
Log File Bookmark: 98620

We tried the solution mentioned in the article "Create Document in R12 Web ADI Menu Generates HTTP 404 File Not Found Error (Doc ID 549501.1)" and it only worked for a few hours.
