Unable To Activate Contract Expert Rules Using System-defined Variables (Doc ID 2221508.1)

Symptoms

On : 12.1.3 version, Contract Expert

When attempting to activate contract expert rules using system-defined variables that use any system-defined variables. They repeatedly go back into Draft status after trying to activate.
The following error occurs in the concurrent program:

Other Error in build_statement_rule ORA-06502: PL/SQL: numeric or value error
  
Unexpected Error in build_and_insert_rule User-Defined Exception
  
After Populating cz_imp_rules

Rule Import Run Id : 675130
  
x_return_status: U
errbuf : ORA-06502: PL/SQL: numeric or value error in Package OKC_XPRT_IMPORT_RULES_PVT Procedure build_statement_rule

Steps:

The issue can be reproduced at will with the following steps:
Contract Expert --> Rules --> Select the Rule and Activate
