R12: AP: Unable To Close the Payables Period Even When All Transactions Are Accounted and When Using Multi Period Accounting (Doc ID 2221665.1)

Payables will not allow the Period to close when using Multi Period Accounting(MPA) even if all the accounting events are accounted.

This issue can be reproduced with the following steps:
1.Navigate to Payables Responsibility
2.Run Multi Period Accounting(MPA)
