In the Purchase Order Form Error "Value XXX for the flexfield segment YYY does not exist in the value set YYY." Occurs in the Enter Purchase Order Form After Patches Applied

On : 12.1.3 version, Purchase Order
Users are receiving an error message "Value XXX for the flexfield segment YYY does not exist in the value set YYY." when viewing a PO in the Purchase Orders form and also when viewing the shipment line and distribution lines.
Requisition Import concurrent program is being used to create the requisition after which the CREATEPO workflow creates the PO.
Steps to Reproduce
1) Load the requisition interface table with an Invalid charge account for the operating unit
2) Run the Requisition import program
--> Record does not error out with invalid charge account error.
3) PO is then autocreated automatically using create PO Workflow
4) Login to Purchasing -> Open Purchase Order form
Query the PO that has been already created & approved
receive below error : "Value XXX for the flexfield segment YYY does not exist in the value set YYY."
The error began occuring after installing the patches 20368337:R12.PO.B and 14283800:R12.AME.B.
