UTC Package Returns Incorrect UTC Offset For Russian Timezones

Information in this document applies to any platform.
Since October 2014, most Russian timezones have switched to all year round "standard" time (for example, GMT +3 for Moscow).
However, all your OTM databases are showing a GMT offset of +4 for Moscow.
To confirm, you can run the following SQL:
