UTC Package Returns Incorrect UTC Offset For Russian Timezones (Doc ID 2222283.1)

Symptoms

Since October 2014, most Russian timezones have switched to all year round "standard" time (for example, GMT +3 for Moscow).

However, all your OTM databases are showing a GMT offset of +4 for Moscow.
