R12.2: When Creating a Foreign Currency Purchase Order Via Buyer Work Center From a Foreign Currency Requisition Line, Error Related to Rate, Rate Date Is Generated (Doc ID 2222968.1)

Symptoms

Users are trying to create foreign Requisition Line into a Purchase Orders (PO) using Document Builder from Buyer Work Center (BWC).
Because of wrong Rate Date system is generating error. Rate Date is changed to a correct one in Update Document Builder Page and press 'Apply' and after that on 'Create' button. Same error occurs:

Error
  1.Currency conversion not defined between the requisition and currency specified in the document builder region.
  2.Rate - The rate type that you entered uses pre-defined rates. No rate has been defined for the selected rate type and rate date.
  3.Row 1 30022798,3 - Currency conversion not defined between the requisition and currency specified in the document builder region.

If user is pressing 'Create' instead of 'Apply' in Update Document Builder, PO is created with success.

Steps to Reproduce

a. Create a requisition line in foreign currency. Approve the requisition.
b. Try to create a PO from the approved requisition line in BWC using Document Builder. Set supplier, supplier site and Currency(set foreign currency as on requisition).
c. Next error occurs when press on Create button:
  1.Currency conversion not defined between the requisition and currency specified in the document builder region.
  2.Rate - The rate type that you entered uses pre-defined rates. No rate has been defined for the selected rate type and rate date.
  3.Row 1 30022798,3 - Currency conversion not defined between the requisition and currency specified in the document builder region.
d. Update Document Builder page and set a new Rate Date where conversion is defined. Press on Apply button.
e. Now click on Create, it takes back to same error page.
f. If user is pressing 'Create' instead of 'Apply' in Update Document Builder, PO is created with success.
