Unable to reduce Purchase Order Quantity due to the following error

APP-PO-14444 The Quantity ordered cannot be less than the quantity received

ISSUE REPRODUCE STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate Purchase Order -> Purchase Order -> Query Purchase Order with partial receiving quantity
2. Adjust line quantity greater or equal to partial receiving quantity
