TMS_INTERFACE_FLAG & TMS_VERSION_NUMBER Is Not Updating On Schedule Ship Date Update

Symptoms

On : 12.1.3 version, Integrations & Conc. Program

ACTUAL BEHAVIOR
---------------
After updating SCHEDULE-SHP-DATE the TMS_INTERFACE_FLAG and TMS_VERSION_NUM
are not updated, causing the Shipping-Transportation Outbound Interface not to reprocess the Lines.

EXPECTED BEHAVIOR
-----------------------
TMS_INTERFACE_FLAG and TMS_VERSION_NUM to be updated after SCHEDULE-SHP-DATE

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Customer creates a order and pick releases it,
2. Delivery is created
3. There is a change to the schedule ship date.
4. Customer notices that TMS_INTERFACE_FLAG AND THE TMS_VERSION_NUMBER changes DOES NOT change
