Backflush Errors In WIP For Quantities Less Than .000005

Symptoms
When attempting to process move transactions, the following error occurs.
Backflush transactions error in WIP because the quantities were 0.000001 and 0.000003. These had been processing prior to this as 0 qty.
ERROR
Total transaction quantity must be greater than or equal to 0.000005 Txn Success.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Work In Process.
2. Go to Pending Move Transactions form.
3. Find above error.
