Symptoms
When attempting to run Payroll Register Report, the following error occurs.
ERROR

HR_6990_HRPROC_CHQ_SRW2_FAILED
APP-PAY-06990: Report Writer report failed with an error
Cause: The report failed to complete and returned an error condition.
Action: Check the report log file in PAY_TOP/APPLOUT/xx.lg for reason for the failure.
STEPS

The issue can be reproduced at will with the following steps:
1. Processes and Reports > Submit Processes and Reports > Submit Payroll Register Report
