Error Configuring the Workflow Mailer SMTP Server: unable to connect to mail account

Upgraded to R12.2.5, configuring the workflow notification mailer using a new SMTP server and new Test Address, but the following error occurs:

unable to connect to mail account

The Test Address is set to None.

The issue can be reproduced at will with the following steps:
1. Try to configure the Workflow mailer with a new test address.

The issue has the following business impact:
Due to this issue, the mailer cannot be configured.
