How To Clear Records From HXC_MOB_LOG Table if Mobile Application Configuration is Not Enabled ?

On : 12.2.4 version, Oracle Time and Labor Rules
the data is written into HXC_MOB_LOG table even OTL Mobile app is not configured and used
the data should not be written in HXC_MOB_LOG tables when enter timecard. if no mobile apps is used
The issue can be reproduced at will with the following steps:
1. OTL Mobile app is not configured
2- when enter timecard
3- hxc_mob_log table is growing bigger day by day.
