Symptoms
Per Bug 23168607
As per the output from merge tables, merge is completed successfully.
Even from trace file, its clear that merge is completed successfully.
Issue exists only for few customer with lot of sites and the customer merge request priority doesn't matter.
As per customer , customer merge requests with both P1 and P3 are scheduled well for small merges.
This is a performance issue.
