API HZ_ORG_CUST_BO_PUB.get_org_cust_bo action type is incorrectly returned as unchanged (Doc ID 2226521.1)

Symptoms

On : 12.1.3 version,  API HZ_ORG_CUST_BO_PUB.get_org_cust_bo, the action type returned by Organization object is returned as 'UNCHANGED' when a new account is created. But it should be 'CHILD UPDATED' or 'UPDATED' as a new child object has been created under the parent customer.

The object should return as 'CHILD UPDATED' or 'UPDATED'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Standard AR resp
2. Customer Creation
3. Customer Created with the first account and event id generated in hz_bus_obj_tracking
4. Running the attached API code and getting the attached XML with action type as UPDATED for ORGANIZATION OBJECT for the first account getting created.
5. Create second account for existing party.
6. Running the same API code(with different event id) and getting the attached XML with action type as UNCHANGED
