ETCC Reported Patch 11781879 [SU Patch [VKXF]] for WLS 10.3.6.0.4 Is Missing, But Can't Find The Patch In MOS (Doc ID 2226579.1)

Symptoms

 When checkMTPatch.sh is executed from the latest ETCC (Version: 120.0.12020000.30) on EBS 12.2, found the following outputs in checkMTpatch_XXXXX.log.

Customer tried to download 11781879 from My Oracle Support (MOS) and they found p11781879_103604_Generic.zip. However, SU Patch ID of p11781879_103604_Generic.zip is not VKXF but it is 5UIG. SU Patch [VKXF] is ID for a patch for WLS 103607. Where can we get p11781879_103604_Generic.zip with ID VKXF?
