Annuities in Assignment form is set to 'NO' for newly created employees irrespective of Nationality.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Create New Employee using Saudi HRMS Manager Responsibility with Nationality Saudi

Navigation: Saudi HRMS Manager >> People

2. Check the annuities populated in Assignment form.
