Discrete Job Can Be Completed Without Push Components Being Issued

How come we were able to complete discrete jobs in which there were components with supply type PUSH that were not issued. The information that the job is complete is thus misleading (there are still components to be isssued)?
Regarding the Push components, should not there be a validation before the complete? If this is a standard behavior, can we restrict job completion if Push components weren't issued?
