Symptoms

ACTUAL BEHAVIOR
---------------
When a XML is loaded into OTM which does not contain a valid CountryCode3Gid, the status of both the Transmission and Transaction show as PROCESSED but the Location is not created in OTM.

EXPECTED BEHAVIOR
-----------------------
The transmission should have failed as the countrycode3gid is not valid.
