12.2.4: Opening Link URL From Favorites Does Not Open In New Window (Doc ID 2227437.1)

Symptoms

On : 12.2.4 version, SUPPORT

When you create a link in Favorites, and open it in a new window it opens in same page. Favorite link created should open in a new window.

The issue can be reproduced at will with the following steps:
1. Create favorite link to external URL with new window click
