Element not Working After Changing 'Run Type' at Element Level

On : 12.1.3 version, Canadian Payroll
Changing the Processing Run Type from "Regular" to "All" at element level not working in payroll run and deduction is not being processed.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1.Responsibility: CA Super HRMS Manager
2. Navigate to Total Compensation > Basic > Element Description > Further Element Information > Change Processing Run Type from "Regular" to "All"
