Attachments Link Not Opening In Notification Window For Sales Quote or Blanket Sales Agreement (Doc ID 2228005.1)

When attempting to view the Attachments referenced in the Sales Agreement Or Sales Quote notification details the following error occurs.

You are trying to access a page that is no longer active.
You may have attempted to access to this page directly by bookmarking the page or copying the URL. This page does not support bookmarking.
The referring page may have come from a previous session. Please select Home to proceed.

The issue can be reproduced at will with the following steps:
1. Log Into Order Management Responsibility.
2. Create a BSA (in Negotiation phase) and add attachments to it.
3. Submit the draft for approval.
4. Click on Actions > View Notification Details; review that the approval notification thus generated shows hyperlinks to the attachments that were added to the BSA.
