View Buyer Workload Shows Inactive Buyers And Inactive Assignments (Doc ID 2228288.1)

Symptoms

On : 12.1.3 version, Requisition

ACTUAL BEHAVIOR
---------------
The View Buyer Workload screen shows the entire history of assignments for the buyers and requisitions, including assignments for each user even if the requisitions have been awarded.
Inactive buyers are shown because the SQL is generating the buyer information from the employee table, however it should only show active users with active assignments.

EXPECTED BEHAVIOR
-----------------------
The View Buyer Workload screen should show only active users with active assignments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. CLM > Requisitions > Demand Workbench – Unassigned Queue > Select a requisition > Create New Assignment > Go > View Buyer Workload
2. See entire history of assignments for the buyers and requisitions, including assignments for each user even if the requisitions have been awarded.
