Goal

When attempting to cancel or close the Purchase Requisition,
the following error occurs.

ERROR

You do not have sufficient authority to control the status of this Requisition.


STEPS
-----------------------
1. Create Document.
2. Set the security level as private

3. Set the access level as full
4. Use approver to edit the document.
5. The error happens.
