Profile Option 'Service: Inventory Validation Organization' Does Not Work When Set At The Site Level

On : 12.2.3

When creating counter templates, the associated items are are not displaying in the LOV

Expect that the items would be available for selection in the LOV

The issue can be reproduced at will with the following steps:

1. Navigation: Oracle Installed Base Agent User >> Counters >> Template

2. Create a new template by entering the desired values

3. Click on the 'Go; button

4. Go to the Item Association section and key in the item number desired

5. The item is not found in the LOV
