Unable to Delete a Modification containing 2 PAR Documents Associated.

User is attempting to create a MOD using two PARs listed below:
HSHQDN16C00018- RDTR-0001 and HSHQDN16C00018- RDTR-0001
Award Number: HSHQDN-16-C-00018

Due to the Award being in an incomplete status the user attempted to delete the MOD followed by using using one PAR at a time.
As a result the user is not able to delete the MOD and is getting System exception error.

User receives the error: “No supplier site found” as an error message against the MOD.

The issue can be reproduced at will with the following steps:
1. Create an Award. Approve the Award.
2. Create 2 different Post Award Requests (PAR) for just admin changes on the Award header.
    Approved these 2 PARs.
3. Auto create these 2 PARs on to the same Modification for the above Award.
4. Try to delete the Modification. See whether it is failing with same exception.
