Getting an Error Page When Accessing Change Management Tab From Setup Workbench Using Custom Responsibility (Doc ID 2229680.1)

Symptoms

Problem Statement
Created an custom responsibility - menu attached to responsibility is exactly same as Development Manager (Standard Responsibility) Menu .
When accessing Change Management tab from Setup Workbench, giving unexpected error.

The error does not come for seeded Development manager responsibility.

 Steps To Reproduce

  1. Create a Custom Responsibility with same menu as Development Manager without excluding any Menus/Functions.
  2. Select the newly created Custom Responsibility
    (N)Setup > Setup Workbench
  3. Go to Setup Workbench
  4. Select Change Management Tab
