ORA-29400 IMG-00705 Errors When Running Person Data Full Synch For Person Directory (Doc ID 2230002.1)

When submitting a request for the process Person Data Full Synch for Person Directory, it fails with the following errors.

ORA-29400: data cartridge error
IMG-00705: unsupported or corrupted input format

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log on to the Applications.

2. Choose an HR responsibility.

3. Navigate to Processes and Reports-> Submit Processes and Reports.

4. Choose Single Request and click OK.

5. In the field Name, enter Person Data Full Synch for Person Directory and click OK.

6. Enter the parameters and click OK.

7. Open the log for the request.
