Sales Agreements are Expired but they do not Close (Doc ID 2230004.1)

Find some expired Sales Agreements cannot be closed.

For some , the Close action does not error but the status is not changed to Closed and workflow is at  'CLOSE_BLANKET_ELIGIBLE' status

For the remaining Agreements , Close gives error

This sales agreement is not eligible to Close. To be eligible to Close, the workflow must be at the activity "Close Sales Agreement - Eligible"

and workflow is stuck at 'Sales Agreement Expired Notification' activity

Expect a fix to be able to Close these Agreements.


The issue can be reproduced at will with the following steps:
1. Order Management responsibility
2. Sales Agreement > Sales Agreements
3. Query any of these Agreements and do a mouse right click > Choose workflow > Close
