Entry Dates for Non-recurring Element Get Updated When Deleting Assignment Record

Symptoms
Problem Statement:
Element entry dates(effective_start_date and effective_end_date) for the non-recurring element, that has "Link To All Payrolls" link, are updated when deleting the assignment record.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:

Payroll A and Payroll B have different start and end dates.

1. Update the assignment payroll from "Payroll A" to "Payroll B" on 16/JAN/2015.
(N) People > Enter and Maintain > (B) Assignment

2. Create a non-recurring element entry.
(N) People > Enter and Maintain > (B) Assignment > (B) Entries
This is because element link is created with "Link to All Payrolls".

3. Delete assignment record that starts before the payroll change. (01/JAN/2010)
Go back to the Assignment form, change the effective date to 31/DEC/2009, click on delete button, and select "Next" option and save.
Assignment records now become as below.

Element entry that was assigned 'Payroll B' is also updated with the dates for "Payroll A" pay period "1 2015 Calendar Month".
