Interface Trip Stop Errors with ORA-31011: XML Parsing Failed (Doc ID 2230724.1)

Symptoms

When attempting to interface trip stop 14709715, the following error occurs.

ERROR

NOTIFY_OC API - UNEXPECTED ERROR
ORA-00604: error occurred at recursive SQL level 1
ORA-31011: XML parsing failed
ORA-19213: error occurred in XML processing at lines 1
LPX-00225: end-element tag "HEADER_TYPE" does not match start-element tag "PACKING_INSTRUCTIONS" in Package ASO_ORDER_F
TIMESTAT: 31-JAN-17 12:14:45: -17391668.16 : EXITING RETRIEVE OC MESSAGES

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Nav->shipping->interfaces->run
2 Run interface trip stop for trip stop 14709715
3. ITS completes with warning
4. Review ITS debug log file, see above error.

BUSINESS IMPACT

The issue has the following business impact:

Due to this issue, users cannot complete interfacing trip stop 14709715 to OM and Inventory. This leaves unprocessed shipping transactions which prevent closure of the current accounting period.
