Symptoms

ACTUAL BEHAVIOR
---------------
Administrative Life Event is not ending previous flex credits on Employee if they have a Life Event within the same pay period.
    - It is leaving duplicate Flex Credit entries which is then allowing extra credits to be passed to the Employee, making their Plan cost inaccurate.

EXPECTED BEHAVIOR
-----------------------
Previous flex credit row should be end-dated properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run Open Enrollment for plan year to establish flex credits for year
2. Within same pay period - mid-year life event such as Gain Dependent, then also process Administrative Life Event
3. Administrative event shows double lines of flex credits - effectively overcompensating the person.
