Employee Self-Service is Allowed to Update Pay Method Even Though PrePayments Exists on Sysdate

This note provides a brief overview of
Employee is able to update the personal payment method on Self-Service even though the prepayment exist as of sysdate, while updating on PUI throws "APP-PAY-06226: Pre-payments exist for this payment method". Self Service should restrict employees from updating the payment method on sysdate.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Run QuickPay, Prepayments and archive.
sysdate = 11/30/2016
Date Earned/Date Paid = 11/30/20XX
- Log in with Employee Self Service and try to change the existing payment method.
(N) Manage Payroll Payment
- Able to update the payment method without the error in SSHR.
