Symptoms
When a user attempts to remove the Payment from a in-process Payment Process Request (PPR) at Pending Proposed Payments Review stage (after removing invoice at Invoice Pending Review) the following error occurs:

The issue can be reproduced at will with the following steps:
----------------------------------------------------------------
1. Using Payables Manager responsibility
2. Navigate to Payments : Entry > Payment Manager
3. Submit the PPR and at the Invoice Pending Review stage remove an invoice,
4. Then at the Pending Proposed Payments Review Stage try to remove the payment
