When attempting to create records via Human Resources (HR) and Payroll forms, the following error occurs.

FRM-40735: ON-INSERT trigger raised unhandled exception ORA-04063.

Steps to Reproduce:
-----------------------
The issue can be reproduced at will with the following steps:

1. Log on to the Applications.

2. Choose an HR responsibility, e.g US HR Manager.

3. Navigate to People-> Enter and Maintain.

4. Click on New.

5. Set the field Action to 'Create Employment'.

6. Enter the details of the new employee.

7. Save the record.
