Error "Revised Item XXX Is Being Referenced In Another ECO" (ENG_ITEM_IN_OTHER_ECOS) Raised While Performing Mass Change (Doc ID 2231865.1)

Symptoms

While performing "Mass Change Bills" in Engineering to update one item with another new item across all the BOMs in an ECO, standard program "Mass Change Bills of Material" is completed with the following error "Revised Item XXX is being reference in another ECO".

EXPECTED BEHAVIOR
--------------------------------------
"Mass change Bills Of Material" should completed with normal, and perform the change of items in across all BOMs in an ECO.

ERROR
-----------------------
Users getting the error message as "Revised Item XXX is being reference in another ECO" while performing the mass change of items.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Navigate to responsibility "Oracle Engineering > ECOs > Mass Changes:
2- Enter the sequence value in the Number field.
3- Select "ChgComp ... Change component", in the Type field.
4- Choose: "Currenet Date & Time", in the Effective Date field.
5- Click "Changes" button.
6- Select "Update" from the Action field LOV.
7- Select the required item the item LOV.
8- Choose: "Date & Time" in the Effective To date field.
9- Go to the next line New item.
10- Select the new item from the list.
11- Save and Close.
12- Go back to the main form; and in Actions part we tick both Report and Create ECO boxes.
13- Click on Submit button.
14- Mass Change Bills Of Material program will trigger and completed with the error.
